Fiscal Analysis And Estimates Section

Expenditure forecasts are prepared by the Fiscal Analysis and Estimates Section. The major responsibility is the preparation and presentation of two annual Medi-Cal Estimates. Estimates are also prepared for Child Health and Disabilities Prevention (CHDP), California Children’s Services (CCS) and the Genetically Handicapped Persons Program (GHPP). Preparation includes the compilation and fiscal analysis for all policy changes, analysis and projection of existing trends, and the final compilation of an extensive estimate package providing numerous tables and comparisons to highlight the basis components of the estimate and point out any significant changes. This involves extensive consultation with Departmental program staff, coordination with other departments, constant coordination with the Department of Finance, liaison with the Legislative Analyst’s Office, and several briefings of Department management and the Health and Welfare Agency.
