Medi-Cal Managed Care All Plan & Policy Letters

The Medi-Cal Managed Care Division communicates with Medi-Cal Managed Care contractors by means of All Plan and Policy Letters.  The All Plan Letters (APL) are the means by which the Medi-Cal Managed Care Division conveys information or interpretation of changes in policy or procedure at the Federal or State levels, and provides instruction to the contractors, if applicable on how to implement these changes on an operational basis. The Policy Letters (PL) provide instruction to the contractors about changes in Federal or State law and Regulation that affect the way in which they operate, or deliver services to Medi-Cal beneficiaries.  These letters provide information to the contractors on how changes in Statute or Regulation should be implemented at the contractor level.  Note, Policy Letters were not issued between 2003 and 2006.  If you have questions concerning a specific All Plan or Policy Letter, please call (916) 449-5000.
