To All Interested Bidders:

The Department of Health Care Services (DHCS) is re-soliciting bids for Request for Offer (RFO) 08-85170, the 820 Phase 2 Project.  There are two modifications to the request for offer that the previous version did not incorporate:

• The Pervasive Business Integrator software was listed as the only acceptable translation software to be used for data conversion from the MEDS system to the proposed CAPMAN system.  However, if a different software solution is to be proposed, please illustrate it fully as well as all hardware and software needs surrounding it.
  
• On January 16, 2009, the final federal regulations adopting the latest version of HIPAA transaction standards were published.  The 005010 transaction standard will be the version used for the implementation of the 820 transaction within the 820 Phase 2 project.  For further information on this release, you may find the official Federal Register here.

DHCS would like to further emphasize that all staff proposed for the 820 P2 project must be located on site at DHCS’s office, 1501 Capitol Avenue, Sacramento, CA.  This is in accordance with requirements already outlined in the Scope of Work (Attachment 1A).  Responses that propose off-site solutions will not be reviewed.

Responses to this RFI must be submitted electronically via email in the template and four color hardcopy sets by 4 PM PST on Friday, February 27, 2009.  Please transmit the electronic copy of the response to the following email address: Patricia.Ochoa@dhcs.ca.gov

Hardcopy Submission Instructions are to assemble four (4) color sets of documents comprising the entire response and delivered on or before February 27, 2009 at 4:00 p.m. PST to Attention: Patricia Ochoa, Department of Health Care Services, 1501 Capitol Avenue, Sacramento, CA  95814.
