Low Income Health Program (LIHP)
Welcome to the Low Income Health Program (LIHP) resource page. The Department of Health Care Services (DHCS) in coordination with California Stakeholders and the Centers for Medicare and Medicaid Services (CMS) has received approval of the Section 1115 Medicaid Demonstration, entitled “California’s Bridge to Reform,” effective November 1, 2010, through October 31, 2015.
This demonstration includes the LIHP (also known as Coverage Expansion and Enrollment Demonstration (CEED), and encompasses Medicaid Coverage Expansion (MCE) and Health Care Coverage Initiative (HCCI) populations.
DHCS has created an e-mail service (listserv) for interested stakeholders such as advocates, consumers, counties, legislative staff, providers, and state associations to register to receive relevant updates on department program initiatives or new projects where stakeholder input is desired. This e-mail service will be used to notify interested stakeholders on the waiver renewal efforts.

The Low Income Health Program (LIHP) is a new optional program that is being established at the local level in California. The information posted on this page is intended mainly for local governmental entities planning to implement the program.
Please note: the application posted on this website is for the local governmental entities’ use. The application is not for use by individuals seeking health benefits and wanting to apply for these benefits.
DHCS is working with these governmental entities to implement their local programs. You may use this link to find out who to contact for information on services in your area. This contact information has been provided to DHCS by local government representatives and is current as of 9/9/11.
For individuals with questions about current health care needs, please contact your local health department as there are programs already in place that may assist you.

NEW - LIHP Evaluation Information – In accordance with Special Terms and Conditions (STC) # 24 and 25, DHCS is required to submit an evaluation of the LIHP to CMS after the end of California’s Bridge to Reform Demonstration. This evaluation will be conducted by the UCLA Center for Health Policy Research. The following link is to the LIHP Evaluation Frequently Asked Questions (FAQ) document on UCLA Center for Health Policy Research’s website. The FAQs are continuously updated, and include general information about the structure and goals of the LIHP evaluation, the reporting requirements for LIHPs, and the data collected for the evaluation.

LIHP Authorization Process: CMS Letter of Acknowledgment - This letter is from the Centers for Medicare & Medicaid Services (CMS) to California Department of Health Care Services (DHCS) Chief Deputy [sic] Director Toby Douglas. Note that it shows a date of July 7, 2010; however, the year should be 2011. In the letter, CMS acknowledges receipt of the information due to them from the State by July 1, 2011. The letter states that the identified LIHP deliverable requirements for demonstration of compliance with applicable managed care requirements have been fulfilled for the ten existing or legacy Health Care Coverage Initiative Counties seeking to implement LIHP.
