The Policy & Prevention Branch develops and maintains a comprehensive, statewide prevention system that averts and reduces alcohol and other drug-related problems, thereby improving the heath, safety, and economic conditions of California residents by:
- Modifying social norms and conditions to counter the adverse consequences resulting from alcohol, tobacco, and other drug (ATOD) availability, manufacturing, distribution, promotion, sale, and use.
- Effectively addressing at-risk and underserved populations and their environments.
- Collecting, analyzing and reporting Statewide ATOD-related data which is used to determine future ATOD prevention needs as well as evaluate past performance.
- When applicable, implementing research-based programs that further understanding and effective implementation of prevention strategies.

Effective with the passage of the 2013-2014 Budget Act and associated legislation, the Department of Alcohol and Drug Programs (ADP) no longer exists as of July 1, 2013. All ADP programs and staff, except the Office of Problem Gambling, transferred to the Department of Health Care Services (DHCS).
