SMAA Program Update March 11, 2016

Fiscal Year 2014/15 Q1 and Q2 Invoices
 
The October 7, 2014, CMS settlement agreement states, “DHCS can claim interim payments for [SFY 2014/15 Q1 and Q2] at 100% of each claiming unit’s approved interim payment for the same quarter in SFY 2013/14.”  However, CMS recently approved a modification to the October 7, agreement to address a unique situation.  If a claiming unit participated in the program in SFY 2012/13 Q1 and Q2 but left the program in SFY 2013/14 and now wishes to rejoin the program in SFY 2014/15 under the new RMTS methodology, that claiming unit can now submit claims for SFY 2014/15 Q1 and Q2 using the approved interim payment for the same quarter in SFY 2012/13.
 
All payments issued for SFY 2014/15 Q1 and Q2 claims are considered interim payments and will be reconciled through the approved backcasting methodology.  All claims submitted beginning with SFY 2014/15 Q3 and forward will be reimbursed at 100% of the claimed amount and will not be subject to backcasting.
 
Fiscal Year 2014/15 Q3 Invoice Submission Deadline Extension
 
The invoice submission deadline for state fiscal year (SFY) 2014/15 Q3 invoices has been extended to July 31, 2016.  All SFY 2014/15 Q3 invoices must be submitted to DHCS no later than COB July 31, 2016.  Additional extensions will be granted on a case-by-case basis.
