New SMAA Website Page
There is a new link on the Department of Health Care Services (DHCS), SMAA website titled Reasonableness Test Criteria (RTC)/Deferred Invoices Information. This new page provides updated RTC information and RTC status reports related to the SMAA RTC process. We have also placed the new SMAA statewide claiming plan and random moment time study as a separate link on the main SMAA website titled SMAA RMTS Implementation Plan.

Credentialed School Counselors
DHCS received approval from the Centers for Medicare and Medicaid Services (CMS) to include credentialed school counselors in the RTC Time Survey Participant Universe Authorized Positions list. This means you no longer need to justify the inclusion of credentialed school counselors in deferred invoices. The following parameters apply:
- Counselors must be credentialed. The inclusion of non-credentialed school counselors on invoices will continue to require a justification.
- Benchmark percentages will not change.
- Based on the Los Angeles Unified School District’s RMTS results, counselors spend about 3% of their overall time on reimbursable MAA activities. DHCS will use this as part of the assessment to determine reasonableness for this classification.
Please note that RTC invoices previously submitted do not need to be revised due to this change, as it only changes the requirement to submit a justification for the classification and does not change the reasonableness standards for inclusion in the invoice. Therefore, if you removed participants in this classification from an invoice, it is assumed that you were unable to justify inclusion.
