Responding to Reasonableness Test Criteria (RTC) Conditional Denial Letters (CDLs)

The Department of Health Care Services (DHCS) recognizes that Local Educational Agency (LEA) staff may not be available during the summer to revise invoices or to sign invoices that have been revised as a result of the RTC CDLs. Therefore, in order to expedite responses to the CDLs, DHCS will allow Local Education Consortia (LECs) and Local Governmental Agencies (LGAs) to make a request to their DHCS analyst  to submit, for DHCS review, revised invoices and the associated RTC Certification forms that are not signed by an LEA representative. Upon DHCS approval, the LEC/LGA must submit a complete, signed invoice with all of the changes identified for that specific invoice before the invoice can be submitted for payment.
