SMAA Weekly Update #16 September 4, 2014

RMTS Implementation
The Centers for Medicare and Medicaid Services (CMS) approved a delay of the Random Moment Time Study (RMTS) methodology implementation date to January 1, 2015. The Department of Health Care Services (DHCS) is developing a new RMTS Implementation Timeline which will be posted to the SMAA web page the week of September 8.
 
CMS also approved changes to the SMAA Manual including the addition of language allowing an option for LECs/LGAs to form consortia, and the elimination of the claiming unit universe grid and claiming unit function grid as part of the invoice process under the RMTS methodology.
 
Reasonableness Test Criteria (RTC)
DHCS has requested an extension of the CMS deadline for completion of the RTC deferred invoices. This request is still being considered by CMS; therefore, all RTC deadlines remain in effect until we hear otherwise. Please continue to adhere to the RTC requirements, as set out in PPL 13-012, and due dates until further notice.
 
RTC Placeholder Invoice Due Dates
All FY 10/11 and FY 11/12 invoices currently on placeholder status will be due to DHCS according to the following schedule:
 

November 30. 2014

RMTS Participation
All claiming units that wish to participate in the SMAA program under the new RMTS methodology must begin to apply the RTC review process to all deferred paid and deferred placeholder claims prior to their participation in RMTS. Claiming units that choose not to apply the RTC review process to all deferred paid and deferred placeholder claims shall not participate in the SMAA program under the RMTS methodology until the RTC has been applied to the deferred claims.
