Low Income Health Program (LIHP)

Welcome to the Low Income Health Program (LIHP) resource page. The Department of Health Care Services (DHCS) in coordination with California Stakeholders and the Centers for Medicare and Medicaid Services (CMS) has received approval of the Section 1115 Medicaid Demonstration, entitled “California’s Bridge to Reform,” effective November 1, 2010, through October 31, 2015.

This demonstration includes the LIHP (also known as Coverage Expansion and Enrollment Demonstration (CEED), and encompasses Medicaid Coverage Expansion (MCE) and Health Care Coverage Initiative (HCCI) populations.

DHCS has created an e-mail service (listserv) for interested stakeholders such as advocates, consumers, counties, legislative staff, providers, and state associations to register to receive relevant updates on department program initiatives or new projects where stakeholder input is desired. This e-mail service will be used to notify interested stakeholders on the waiver renewal efforts.

The Low Income Health Program (LIHP) is a new optional program that is being established at the local level in California. The information posted on this page is intended mainly for local governmental entities planning to implement the program.

Please note: the application posted on this website is for the local governmental entities’ use. The application is not for use by individuals seeking health benefits and wanting to apply for these benefits.

LIHP Evaluation Information – In accordance with Special Terms and Conditions (STC) # 24 and 25, DHCS is required to submit an evaluation of the LIHP to CMS after the end of California’s Bridge to Reform Demonstration. This evaluation will be conducted by the UCLA Center for Health Policy Research. The following link is to the LIHP Evaluation Frequently Asked Questions (FAQ) document on UCLA Center for Health Policy Research’s website. The FAQs are continuously updated, and include general information about the structure and goals of the LIHP evaluation, the reporting requirements for LIHPs, and the data collected for the evaluation.
