Health Care Options Consultant Project (RFP #11-88042)

The California Department of Health Care Services (DHCS), Medi-Cal Managed Care Division (MMCD), is soliciting proposals from firms that are able to provide qualified and responsible consultative and assistance services to DHCS in identifying opportunities and challenges related to the current and future impact to the Medi-Cal Program of Health Care Reform under the Affordable Care Act of 2010 (ACA).  The Health Care Options (HCO) Consultant Contractor (Contractor) will also assist DHCS in defining a business model for the HCO Request for Proposal (RFP) to ensure that a future HCO Enrollment Broker Contractor’s enrollment/disenrollment processes and systems have the ability to accommodate changes to Medi-Cal enrollment policies and processes as DHCS implements Health Care Reform and ACA provisions in the Medi-Cal Program. Proposals must address all of the services described in Exhibit A entitled, “Scope of Work”, of the RFP.

DHCS intends to award a single contract to the most responsive and responsible firm earning the highest score.  This procurement is open to all eligible firms and/or individuals that meet the qualification requirements, including commercial businesses, nonprofit organizations, State or public universities (including auxiliary organizations) and other entities.
