Settlement Plan and to identify their needs for additional supports and services from DMH.   The goal of this meeting will be to develop, through a consensus approach, a small/rural county-centered strategy to ensure the most appropriate utilization and quality of TBS in those regions. Finally, the Special Master shall have discretion to include participation of other appropriate individuals or organizations in this meeting.”
