Office of Clinical Preventive Medicine’s History

The Office of Clinical Preventive Medicine (OCPM) was originally formed in 1993 to assist Medi-Cal with prevention issues.  Listed below are various projects that OCPM has participated in the past:

 

"Staying Healthy" Assessment 

OCPM worked with the Medi-Cal Managed Care Division (MMCD) and Medi-Cal managed care health plans to develop a set of age-specific behavioral risk assessment questionnaires called the "Staying Healthy" Assessment, (http://www.dhcs.ca.gov/formsandpubs/forms/Pages/StayingHealthy.aspx).  Use of these or similar questionnaires is required for all Medi-Cal managed care providers as part of the initial health assessment for new patients.  These questionnaires are designed to help initiate dialogue between patients and providers in areas where patients may need health education and counseling.

OCPM also worked with staff from several Medi-Cal health plans (health educators and medical directors), California Department of Public Health (CDPH) programs, and the MMCD to develop the "Staying Healthy" Assessment Counseling and Resource Guide. This book is designed to assist health care providers in using the "Staying Healthy" Assessment in their practices---providing information on suggested follow-up questions, counseling methods recommended by major national and state authorities, background information, and health education resources (relevant health education publications produced by state agencies, or federal sources) for each topic in the "Staying Healthy" Assessment.

 

Health Publications Portal 

In collaboration with the Information Technology Services Division (ITSD), OCPM created and maintains an Internet website, the Health Publications Finder, (http://www.healthpublicationsfinder.dhs.ca.gov) to enable the public to obtain descriptive and ordering information, as well as on-line copies, of CDPH and Department of Health Care Services (DHCS) publications and other materials. 

In 2004, the website won the Association of State and Territorial Health Officials’ First Place Vision Award and was named the National Public Health Information Coalition’s Best Intranet and Internet Web Sites.

With the transition to separate CDPH and DHCS websites in the SharePoint format, the future of the Health publications Portal is being reassessed.

 

Bureau of Primary Care/Institute for Health Care Improvement Prevention Collaborative Project

The OCPM Chief serves on the National Quality Faculty for the federal Health Resources and Services Administration (HRSA) and previously served as the national co-chair of The Prevention Collaborative Pilot project to improve the delivery of preventive services in community and migrant health centers. 

 

The Body Basics Adolescent Provider Toolkit

The Body Basics Module is a toolkit designed to assist providers in the assessment and treatment of teen overweight.  The module incorporates adolescent health care best practices and includes resources for providers, parents, and teens.  The module contains screening tools; brief office intervention; counseling guidelines; community resources and referrals; health education materials for teens and their adult caregivers; literature reviews; and Internet resources.

The California Food Guide

Dr. Seleda Williams is Chair of the California Food Guide (CFG) Editorial Committee.  OCPM has assisted with coordinating the revision of the 1990 version of the California Daily Food Guide, now called CFG.  CFG is primarily designed for health professionals who serve low-income, ethnically diverse populations, and provides up-to-date dietary and physical activity guidance that will assist consumers in changing to healthy dietary and active lifestyles.  It is currently undergoing administrative review and approval.   

 

Research

OCPM led the Dedicated Data Resource for Medi-Cal Managed Care Expansion Project. With funding from the California Endowment and the California Wellness Foundation, this project completed a study of the use of Medi-Cal managed care encounter data for research purposes.

The OCPM Chief serves as the Chair of the Committee for the Protection of Human Subjects (CPHS) of the California Health and Human Services Agency. The CPHS must review and approve all research involving human subjects that is performed or funded by California Health and Human Service Agency departments.

 

Health Policy Analysis

OCPM staff assist the Director of Health Care Services and other relevant department staff on issues regarding clinical preventive service guidelines, managed care oversight, and quality assurance measures.
