  • Question 1:  (posted 11/15/07):  Should the counties use aid code 5W to report eligibility for cash aid-based Medi-Cal cases for restricted-scope eligible citizens who are not otherwise exempt from the citizenship/identity requirement and have established cash-aid eligibility, such as Tribal Temporary Assistance for Needy Families beneficiaries?
  • Answer 1:  (posted 11/15/07):  No, the counties should not report aid code 5W for cash aid-based Medi-cal cases for restricted-scope eligible citizens who are not otherwise exempt from the citizenship/identity requirement and who have established cash-aid eligibility, such as Tribal TANF beneficiaries.  Counties should report aid code 3V for such individuals.
  • Question 2: (posted 07/11/08):  What is the status of DRA related MEDS programming?
  • Answer 2: (posted 07/11/08):  As of June 30, 2008 the following DRA related MEDS changes have been completed:
      • Added citizenship/identity data correction functionality.
      • Implemented an interim DRA process to enable MEDS to establish restricted scope eligibility for citizens who the county reports did not meet the DRA citizenship and/or identity requirements.
      • Implemented logic to restore county reported full scope eligibility when MEDS receives an update indicating that DRA citizenship verification requirements have been met.
      • Updated the MEDS Birth Record Database to include births reported to the State through November 2007.
      • Improved birth record match logic by capturing/using additional match fields to provide more tie breakers when multiple possible matches are found.
      • Updated the MEDS monthly renewal process to preserve restricted scope eligibility set up by MEDS due to the interim DRA process logic for otherwise eligible citizens who have not met DRA citizenship/identity requirements.
      • Updated MEDS reconciliation logic to avoid data conflicts when MEDS has changed an aid code or eligibility status due to the interim DRA process logic.
      • Added new citizenship and identity document types based on the final federal regulations on DRA.
    • The following items are planned for completion in July 2008:
      • Improved birth record match logic for multiple births, longer names and incomplete reporting of birth certificate numbers.
      • Update MEDS Birth Record Database to include births reported to the State through May 2008.
      • We will continue to update this item as additional DRA system changes are implemented in MEDS.
