Interagency Enrollee-Based Program (IEBP) / Children's System of Care (CSOC)
The Children's System of Care (CSOC)/Interagency Enrollee-Based Program (IEBP) is currently funded in seven counties. The counties receive supplemental allocations of federal Substance Abuse and Mental Health Services Administration (SAMHSA) block grant dollars for the purpose of implementing their CSOC projects. The block grant supports services to seriously emotionally disturbed children in the following counties: Humboldt, Los Angeles, Merced, Monterey, Placer, San Luis Obispo, and Stanislaus.
COUNTY DATA SUBMISSION
In 2007, DMH informed counties in the Scope of Work Plan instructions that collection of data is required for continued CSOC participation. Information on the enrolled service populations must be collected and maintained locally and be made available to DMH as requested. Participating counties provided a completed and signed CSOC/IEBP work plan and budget package to DMH in subsequent years.
In July 2008, DMH released a follow-up letter entitled, “Update to Children’s System of Care / Interagency Enrollee-Based Program (CSOC/IEBP) Scope of Work Plan and Budget Instructions for Fiscal Year 2007-08”. (Not DHCS) This letter serves as a reminder for the annual report summarizing major CSOC program accomplishments, but it also lists the Accountability/Evaluation data elements that are being requested by DMH by September 30, 2008. To facilitate the data submission process, DMH is providing counties with two options for submitting CSOC/IEBP data:
- On-Line Key Entry to the DMH Web-Based Data Reporting System and
- ASCII Fixed Width Text Data File Upload to the DMH ITWS.
Details for each of these options are explained in further detail below.
CSOC/IEBP DATA SUBMISSION
DMH is providing the following two options for reporting CSOC/IEBP data:
OPTION 1: On-Line Key Entry to the DMH Web-Based Data Reporting System
- County staff may key-enter or use the electronic mouse to manually enter CSOC/IEBP data on-line. Data will automatically reach the DMH database for processing.
- Counties who wish to use this option will need to e-mail POQI.Support@dmh.ca.gov to request a user id and password to access the system.
OPTION 2: ASCII Fixed Width Text Data File Upload to the DMH ITWS
