Governor’s Prevention Advisory Council (GPAC) Exploratory Workgroup Friday, June 28, 2013 10:00 a.m. – 12:00 p.m. Department of Alcohol and Drug Programs (ADP) First Floor Conference Room 1700 K Street, Sacramento, CA 95811 Meeting Summary Attendees Laura Colson, Lorraine Frias, Denise Galvez, Tom Herman, Ellie Jones, Ray Murillo, Paul Oliaro, Sue Ragan, Mary Strode, Jane Williams, Steve Wirtz Purpose A motion was passed during the GPAC meeting on Thursday, May 2, 2013 to convene an Exploratory Workgroup to further explore GPAC’s structure and priorities. History & Assessment In order to prepare for the Collective Impact presentation, ADP Prevention Services facilitated a survey for GPAC members to evaluate GPAC member satisfaction and GPAC’s effectiveness. ADP Prevention Services Staff facilitated the Collective Impact presentation at the GPAC meeting on January 31, 2013. The Collective Impact involved breakout discussions that were utilized as an assessment tool. During the May 2, 2013 GPAC meeting, ADP Prevention Services staff provided a follow-up presentation to highlight GPAC achievements and propose “next steps.” ADP Acting Director, Michael Cunningham, recommended that GPAC revisit the core structure of GPAC. Organizational Support ADP Prevention Services wants to ensure the following: • Alcohol, Tobacco and Other Drugs (ATOD) prevention remains on the forefront in overall health and well-being • GPAC has a solid foundation moving forward so that we can advocate for GPAC’s purpose as we progress during this critical time • GPAC’s literature and structure is relevant and organized (i.e. language, strategies, procedures) Meeting Goals & Summary 1. Brainstorm ideas for topics of discussion - The primary topic of discussion was GPAC’s role, functions and purpose as ATOD prevention progresses under the Department of Health Care Services. A secondary topic included how GPAC would look under a true “collective impact” model and the required functions from the sponsoring agency, DHCS, and GPAC member agencies. Throughout the discussion, recurring themes included: • Share best practices • Move same agenda forward • Affects all agencies • Shared risk factors (but not losing ATOD) • Leveraging resources for common purpose • Policy focus (upstream) • Leadership • Advisory Report (done collectively) 2. Review the current core structure of GPAC, mission, vision, purpose - ADP GPAC Coordinators drafted an organizational plan that combined existing GPAC information and procedures under one document to make it easier for discussion, review and recommendations. ADP GPAC Coordinators expressed that the existing information is outdated and wanted to facilitate a process resulting with an organizational plan that was more relevant, practical and inclusive. The Exploratory Workgroup agreed to move forward with this effort by reviewing the drafted organizational plan and discussing GPAC’s purpose. 3. Draft a proposed vision, mission, and purpose statement - The Workgroup created a vision, mission and purpose statement as follows: Vision: California is free from Alcohol, Tobacco, and Other Drug Abuse Mission: The GPAC, a statewide policy council, provides leadership and continuity to advance ATOD prevention through a common strategic agenda that will mutually benefit each member agency’s efforts. Purpose: Reduce harms and increase protective factors associated with ATOD use for the health and well-being of all Californians. 4. Recruit an exploratory group chair - No one volunteered to be designated as the Exploratory Workgroup “chair.” However, Tom Herman will serve as the Exploratory Workgroup’s representative at the next GPAC meeting to present the efforts of the Workgroup and motion to adopt the Vision, Mission and Purpose to GPAC Members. Action Items 1. As agreed by the Exploratory Workgroup, GPAC Coordinators will re-arrange existing GPAC information under the organizational plan. 2. GPAC Coordinators will re-distribute the organizational plan to the Exploratory Workgroup for corrections and recommendations. 3. The Exploratory Workgroup will review the meeting summary and draft organizational plan and make corrections and recommendations. 4. GPAC Coordinators will re-draft the organizational plan with the recommendations. 5. GPAC Coordinators will provide Tom Herman with talking points for the GPAC meeting. 6. The Exploratory Workgroup update at GPAC will include: 1) an overview of the first Exploratory Workgroup meeting, 2) a motion to place the new vision, mission and purpose into the organizational plan, and 3) a motion to inactivate workgroups that are not meeting. 7. GPAC Coordinators will coordinate the next Exploratory Workgroup meeting in August. 8. Topics for the next Exploratory Workgroup meeting will include Core Values and Guiding Principles, Goals, and Objectives. Definitions GPAC Member – A GPAC member refers to the identified person(s) that represent each State Agency at the quarterly GPAC meetings. GPAC State Agency – The Governor’s Directive Letter delegates that representatives from State Agencies will constitute GPAC. GPAC State Agency Chair – The Governor’s Directive Letter appointed the Department of Alcohol and Drug Programs (ADP) to assume the GPAC Chair. With the termination of ADP on June 30, 2013, the Department of Health Care Services assumed GPAC State Agency Chair.
