2012-2013 - Quarter 1 - School Based Medi-Cal Administrative Activities (SMAA) Invoices
The Department of Health Care Services (DHCS), SMAA Program has determined that due to the current deferral implementation and the pending approval of the new Reasonableness Test Criteria (RTC) from the Centers for Medicare and Medicaid Services (CMS), DHCS is granting an extension for the submission of the 2012-2013 - Quarter 1 SMAA invoices until March 31, 2014. Although CMS granted approval for interim claiming for the 2012-2013 state fiscal Year (SFY) under the current approved 2003 statewide claiming plan, the RTC will be applied resulting in the possibility of invoice adjustments, if necessary.
If the school claiming unit has previously submitted invoices for the 2012-2013 SFY, DHCS will not process the invoices for payment until after the RTC is approved and adjustments are not required. However, if adjustments are necessary, the school claiming unit will be required to submit revised invoices for processing and payment.
In addition, this extension does not apply to those school claiming units which have been released from the deferral certification process, direct charge, or exempt (Los Angeles Unified School District and Santa Barbara county Office of Education-Special Education). NOTE: For those school claiming units which have been released from the deferral certification process, DHCS has made an inquiry with CMS to determine if the requirements under the new RTC will be applied.
