Emergency Management Consultant
The California Department of Health Care Services (DHCS/Department) is releasing this Request for Information (RFI) to provide information and solicit input from interested parties.
DHCS’ mission is to “provide Californians with access to affordable, integrated, high-quality health care, including medical, dental, mental health, substance use treatment services, and long-term care.” DHCS programs provide access to comprehensive health services and emphasize prevention-oriented health care that promotes human health, well-being, and individual choice. Programs administered by DHCS also comprise of a health care safety net that provides access to vital services for all Californians. To fulfill this mission, DHCS administers a broad range of publicly financed health insurance and safety net programs that provide services to Californians. Within these programs, DHCS has essential functions that must be performed, or rapidly and efficiently resumed, in the event of an emergency. Planning for continued operations under emergency conditions can mitigate the effect of the emergency on DHCS’s employees, facilities, and its mission.
DHCS is committed to enhancing its emergency management program to ensure preparedness, resiliency, and continuity of essential health care services during emergencies. DHCS seeks an Emergency Management Consultant (EMC) with expertise in emergency management to address critical tasks within specific timeframes. The EMC will focus on updating the DHCS Continuity Plan, developing and implementing emergency plans, providing technical knowledge, conducting training exercises, collaborating with partners, evaluating plans and procedures, and maintaining documentation.
This RFI is issued for information and planning purposes only and does not constitute a solicitation. A response to this RFI is not an offer and cannot be accepted by the State to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. DHCS asks willing Respondents to share nonbinding budgetary pricing information for each identified solution where requested. Pricing is only for planning purposes. Any pricing provided in a response to this RFI will not be considered an offer on the part of a Respondent.

IMPORTANT: This RFI has been officially released to the California State Contracts Register (CSCR) using the Cal eProcure/Fi$Cal website. Please use the instructions provided below to navigate to, and download, the RFI. All subsequent document releases for this RFI will also be made to the Cal eProcure/Fi$Cal website. As noted on the CD home page, it is highly recommended that all vendors wishing to contract with the State of California complete registration for the Cal eProcure/Fi$Cal system as it is the official location for RFP/IFB releases. Registration will also allow vendors to receive automatic notifications when contracting opportunities are posted for business categories of their choosing. If selected as a contractor, this system will be used for payments covered by the contract.
