Medi-Cal Managed Care Letters
The Department of Health Care Services (DHCS) communicates with Medi-Cal managed care health plans and with duals plans participating in the Duals Demonstration Project by means of All Plan, Policy, and Duals Plan Letters.
All Plan Letters (APLs), Policy Letters (PLs), and Duals Plan Letters (DPLs) are the means by which DHCS conveys information or interpretation of changes in policy or procedure at the federal or state levels, such as changes in laws or regulations, and may provide instruction to contractors on how to implement these changes on an operational basis to deliver services to enrolled beneficiaries.
Note: PLs were not issued between 2003 and 2006, and have not been issued since 2014. DPLS were first issued in 2013.
