- Welcome, Opening Comments, Roll Call
- Committee Member Feedback from May 28, 2026 Meeting. Discuss committee members’ feedback submitted to DHCS following the May 28, 2026, PAHCA-SAC meeting.
- Federal Guidance Update. Discuss recent federal developments related to Medicaid financing, including CMS proposed rules concerning State Directed Payments (SDPs) and health care-related tax provisions.
- 2027 Managed Care Organization (MCO) Tax Update. Provide an update on federal requirements affecting California’s MCO tax and DHCS’s plans to seek federal approval of tax structures required under Proposition 35 and Senate Bill 125.
- PAHCA Design and Implementation CY 2025 and CY 2026 Updates: Discuss and obtain the Stakeholder Advisory Committee’s input on implementation activities associated with the CY 2025 and CY 2026 Proposition 35 Spending Plans, including updates related to managed care base rate increases, State Plan Amendments, State Directed Payment preprints, All Plan Letters, and proposed Behavioral Health Facility Throughputs investments.
