Public Listening Session

On July 8, 2026, the California Department of Health Care Services (DHCS) will host a public listening session on the Behavioral Health Outcomes, Accountability, and Transparency Report (BHOATR), a key reporting requirement under the Behavioral Health Services Act (BHSA). 

This session will provide an overview of the BHOATR requirements and template. The report supports DHCS’ ability to monitor and track county implementation of the BHSA. Created to strengthen transparency in behavioral health care and funding, the BHSA requires counties to submit a BHOATR annually through the DHCS County Portal beginning on January 30, 2028. 

Members of the public are invited to attend and provide input on DHCS’ proposed approach and template for the BHOATR. Public feedback will help shape the future of behavioral health accountability and reporting in California.
