​​​​​COVID-19 Behavior​​al Health Provider Waivers

Pursuant to Governor Gavin Newsom's Proclamation of a State of Emergency, it permits the California Department of Health Care Services (DHCS) to support uninterrupted care for individuals through providing licensing, certification, and/or program approval flexibility for Short-Term Residential Therapeutic Programs (STRTP), Community Residential Treatment Systems/Social Rehabilitation Programs (CRTS/SRP), Community Treatment Facilities (CTF), Alcohol and Other Drug Residential, Substance Use Disorder Outpatient, Narcotic Treatment Programs (NTP), Driving Under the Influence (DUI), Psychiatric Health Facilities (PHF), Mental Health Rehabilitation Centers (MHRC), and Special Treatment Programs (STP). This allows DHCS to grant some flexibility in the applicable provisions in Welfare and Institutions Code, Health and Safety Code, State regulations, and/or policies or procedures for facilities that have, or are seeking, a behavioral health license, certification and/or program approval.  The following facilities have notified DHCS of their intent to use the state waiver:​

  • ​Residential SUD Facilities​​
  • Mental Health Rehabilitation Center
  • ​Psychiatric Health Facility​​​
  • Short-Term Residential Therapeutic Programs
  • Social Rehabilitation Programs
  • DUI​​
