About Director Bradley P. Gilbert, MD, MPP
Governor Gavin Newsom appointed Bradley P. Gilbert, MD, MPP, as Director of the California Department of Health Care Services, effective February 24, 2020. As Director, Dr. Gilbert leads an organization of nearly 4,000 employees responsible for operating Medi-Cal, the state’s Medicaid program, and administering behavioral health services statewide. The Department manages total spending of more than $100 billion annually to support the health of about 13 million Californians.
Dr. Gilbert most recently served as a health care consultant for health plans, providers, and other entities. He retired from the Inland Empire Health Plan in July 2019 after holding multiple positions there, including Medical Director, Chief Medical Officer, and Chief Executive Officer. With more than 1.2 million members, the plan is one of the largest Medicaid managed care plans in the country. Dr. Gilbert was also Director of Public Health at the County of Riverside Health Services Agency Department of Public Health from 1993 to 1996. He was Director of Public Health at the San Mateo County Department of Health Services Division of Public Health. Additionally, Dr. Gilbert was a board member of the California Health Care Foundation, Planned Parenthood, and Manifest Medex.
Dr. Gilbert earned a Master of Public Policy degree from the University of California, Berkeley and a Doctor of Medicine degree from the University of California, San Diego School of Medicine.
