Narcotic Treatment Programs

Narcotic Treatment Programs Department of Health Care Services, Licensing and Certification Division, Counselor and Medication Assisted Treatment Section (CMATS) is responsible for carrying out applicable statutory and regulatory requirements for licensure and compliance monitoring of all public and private NTPs in the State of California. The purpose of statutory and regulatory requirements is to ensure the safety and well-being of the NTP patient, the community, and the public.

California’s NTPs provide opioid medication assisted treatment to those persons addicted to opiates. NTPs also provide detoxification and/or maintenance treatment services which include medical evaluations and rehabilitative services to help the patient become and/or remain productive members of society.

DHCS Licensing and Certification Portal Accepts Narcotic Treatment Program (NTP) Licensing Applications

The DHCS Licensing and Certification Portal now accepts licensing applications for Narcotic Treatment Programs (NTP). This includes initial and amendment applications for NTPs, Mobile NTP (MNTP), Medication Units (MU), and Office-Based Narcotic Treatment Networks (OBNTN). The portal also now supports renewals for NTPs, MNTPs, MUs, and OBNTNs. Licensed and prospective NTP providers are encouraged to create their organization profile and complete the verification process to begin using the portal.

Please note: DHCS encourages licensed and prospective NTP programs to set up their organization and verify their profile on the DHCS Licensing and Certification Portal before submitting applications.
