CYBHI 다중 지불자 수수료 일정에 참여하도록 승인된 지역 교육청(LEA)​​ 

12월 1일, DHCS는 2024년 1월에 시행될 예정인 아동 및 청소년 행동 건강 이니셔티브(CYBHI)의 주 전체 다중 지불자 학교 연계 수수료 체계와 주 전체 공급자 네트워크에 참여할 47개 교육청(25개 카운티)의 첫 번째 참여 기관을 승인했다고 발표했습니다. CYBHI의 일환으로 DHCS는 학교에서 학생들에게 제공되는 학교 기반(또는 학교 연계) 행동 건강 서비스에 대한 접근성을 확대하고 있습니다. 구체적으로, 캘리포니아 보건복지부(DHCS)는 캘리포니아 주정부 산하 의료관리국(Department of Managed Health Care) 및 캘리포니아 주 보험국(California Department of Insurance)과 협력하여, 학교에서 25세 이하 학생들에게 제공되는 특정 외래 정신 건강 및 약물 남용 장애 서비스에 대해 학교 연계 제공자에게 비용을 상환하는 주 전체 다중 지불자 학교 연계 수수료 체계를 수립하고 있습니다. 수수료표는 서비스 범위(예: 심리 교육, 선별/평가, 치료 및 진료 조정 서비스)를 설정하고, 청구 코드와 요율을 명시하며, 서비스 청구 자격이 있는 제공자 유형을 지정합니다. 주법에 따라 메디칼 관리형 의료 플랜(MCP), 민간 건강 보험 플랜 및 장애 보험사는 교육청(LEA)(예: 학생 지원 서비스 자격증을 소지한 전문가가 제공하는 서비스) 및 학교와 연계된 지역 사회 기반 조직을 포함한 적격 학교 연계 제공자에게 비용을 상환할 의무가 있습니다.​​ 

Welfare and Institutions Code section 5961.4(b) authorizes DHCS to “develop and maintain a school-linked statewide provider network of school-site behavioral health counselors.” To develop the CYBHI fee schedule provider network, DHCS implemented an operational readiness review process for all interested county offices of education and LEAs. In determining LEA readiness for this cohort, DHCS considered a variety of factors, including, but not limited to, Medi-Cal enrollment, service delivery infrastructure and capacity building, data collection and documentation, and billing infrastructure. The 47 LEAs met readiness review requirements and will participate in a learning collaborative to inform state level policy and operational guidance for the CYBHI fee schedule program. Cohort 2 will launch in July 2024 and Cohort 3 in January 2025.​​

메디칼 성인 확장 웨비나​​ 

12월 4일 오전 11시부터 오후 12시까지 DHCS는 소비자, 의료, 법률 지원 및 이민자 성인을 대표하는 단체를 포함하여 지역사회 기반 단체, MCP, 제공자 및 기타 이해 관계자를 대상으로 Medi-Cal 성인 확대에 관한 웨비나(사전 등록 필요)를 개최합니다. DHCS는 상원 법안 184(상원 법안 47장, 2022년 법령)에 따라 이 확대 조치를 1월 1일부터 시행할 예정입니다( 1, 2024). 이 확대가 시행되면 시민권 또는 이민 신분에 관계없이 다른 모든 메디칼 자격 기준을 충족하는 경우 26-49세 성인에게 전체 범위의 메디칼 혜택을 제공할 수 있게 됩니다.​​

On December 4 at 12 p.m., DHCS will host the next PATH Justice-Involved Program virtual office hours session for Round 3 awardees (advance registration required). Office hours will be held every other Monday at 12 p.m. through December 18, 2023, to assist Round 3 agencies, including supporting implementation plan submission. 12월 7일 오후 12시부터 1시 30분까지 DHCS와 캘리포니아 예방 센터는 가족 계획의 트라우마 문의 및 대응 웨비나를 개최합니다(사전 등록 필요). 어린 시절의 부정적인 경험, 대인관계 폭력, 성폭행 등 트라우마는 건강 결과에 중대한 영향을 미치며 가족 계획 서비스를 찾는 사람들에게 흔히 발생합니다. 트라우마는 성 및 생식 건강, 임신, 정신 건강에 영향을 미치므로 임상의는 가족 계획 서비스를 제공할 때 트라우마를 해결하는 것이 중요합니다.​​ 

이 웨비나에서는 트라우마와 회복탄력성에 기반한 역경, 고통, 강점에 대한 조사(TRIADS) 프레임워크와 가족계획 임상의에게 유용할 수 있는 방법에 대해 논의합니다. 발표자는 사례 연구를 통해 TRIADS 프레임워크가 어떻게 공감, 존중, 연민의 토대를 구축하여 가족 계획 서비스를 원하는 환자의 치료 참여를 높이고 건강 결과를 개선하는지 설명합니다.​​

PATH 협업 계획 및 구현(CPI) 모범 사례 웨비나​​ 

On December 7, from 12:30 to 1:30 p.m., DHCS will host a statewide webinar, Relationship Building with Organizations in the California Advancing and Innovating Medi-Cal (CalAIM) Environment (advance registration required) for community-based organizations, county, city, and local government agencies, federally qualified health centers, MCPs, Medi-Cal tribal and designees of Indian Health Programs, and providers. The webinar is part of a biannual series of PATH CPI webinars designed to highlight best practices for implementing Enhanced Care Management (ECM) and Community Supports, increasing providers’ successful participation in CalAIM, and improving collaboration with MCPs, state and local government agencies, and others to build and deliver quality support services to Medi-Cal members. This webinar will offer Medicare providers and community-based organizations information about what is required to participate in GUIDE, examples of a successful partnership in California that follows the GUIDE model, and resources to help California applicants apply for the GUIDE model. CalAIM 인구 건강 관리(PHM) 자문 그룹 회의​​ 

On December 11, from 10:30 a.m. to 12 p.m., DHCS will host a PHM Advisory Group meeting (advance registration required). This meeting will include a briefing on policy guidance for changes to the modified Population Needs Assessment (PNA). To support the success of the PHM Program and broader transformation efforts, DHCS is redesigning MCP requirements for developing a PNA, which has historically been MCPs’ primary mechanism for identifying the priority health and social needs of their members, including health disparities. A central component of DHCS’ approach is for MCPs to meaningfully participate on local health departments’ Community Health Assessments (LHD CHA)/Community Health Improvement Plans (CHIP) rather than complete a separate PNA focused solely on their own members’ data. This meeting will provide an overview of forthcoming PHM policy guidance for MCPs to participate in LHD CHA/CHIP processes.​​ 

DHCS established the PHM Advisory Group to provide input to support the design and implementation of the PHM Program and PHM Service. Members, which include representatives from health plans, providers, counties, state departments, consumer organizations, and other groups, will participate in advisory group meetings and provide real-time feedback and recommendations. The meetings are open to the public, and meeting information and materials will be available on the DHCS website. Stakeholders are encouraged to submit questions in advance of the webinar to PHMSection@dhcs.ca.gov.​​

12월 18일 오전 11시부터 오후 12시까지 DHCS에서 ECM 및 커뮤니티 지원 HCPCS 코딩 지침의 최근 업데이트 개요를 제공하는 웨비나를 개최합니다(사전 등록 필요). DHCS는 2021년에 ECM 및 커뮤니티 지원 서비스 발생을 보고하고 청구하는 데 사용해야 하는 HCPCS 코드 및 수정자가 포함된 지침을 처음 발표했습니다. 여기에는 ECM 및 커뮤니티 지원 서비스 제공업체가 청구 또는 인보이스를 위해 MCP에 제출하는 접점 데이터와 MCP가 프로그램 성과 및 무결성을 모니터링하기 위해 DHCS에 제출하는 접점 데이터가 포함됩니다. 2024년 1월 Medi-Cal MCP 전환​​ 

As part of Medi-Cal transformation, some MCPs are changing on January 1, 2024, and approximately 1.2 million members will have new health plan options and/or will need to transition to new MCPs. Changing MCPs will not affect Medi-Cal member coverage or benefits. Members who transition to a new MCP are receiving notices about the transition. DHCS developed several resources to support members, providers, and other stakeholders with the transition, including the Managed Care Plan Transition Member webpage with a county “lookup” tool, links to member notices sent by Medi-Cal about MCP changes, frequently asked questions, and a Contact Us page for members to learn more about health plans and provider choices. There are also transition resources for providers and MCPs and stakeholders.
