둘라 구현 이해관계자 워크그룹

둘라 시행 이해관계자 실무그룹 (이하 실무그룹)은 복지 및 기관법(W&I 법)에 14132.24조를 추가한 상원 법안(SB) 65에 따라 설립되었습니다. 실무그룹은 다음 사항들을 해결하는 임무를 맡았습니다.

둘라 서비스를 받을 자격이 있고 원하는 Medi-Cal 가입자에게 둘라 서비스를 제공할 수 있도록 합니다.
Medi-Cal 둘라에 대한 지불 또는 둘라 서비스에 대한 Medi-Cal 가입자에 대한 환급에 대한 장벽과 지연을 최소화합니다.
메디칼(Medi-Cal) 서비스 이용 자격이 있는 모든 회원이 둘라 서비스 이용 옵션을 알 수 있도록 홍보 활동에 대한 권장 사항을 제시합니다.
Helping to inform the Department of Health Care Services’ (DHCS’) report to the Legislature with data on Medi-Cal members using doula services and recommendations to reduce any identified barriers to doula services.

실무 그룹은 2025년 5월에 작업을 마무리하고 W&I 코드 14131.24항에 따라 DHCS에 권고안을 제출했습니다. 이러한 권고사항은 둘라 혜택 이행 보고서 (이하 "보고서")에 포함되어 있습니다. 발간된 보고서에는 둘라 서비스 홍보 활동에 대한 권고사항과 서비스 이용 장벽을 줄이는 방법에 대한 내용이 포함되어 있습니다. 또한 이 보고서에는 둘라 혜택 이용에 대한 양적 및 질적 데이터가 포함되어 있으며, 둘라, 메디칼 회원, 병원 및 관리형 의료 플랜 직원과의 인터뷰 결과도 담겨 있습니다. 정량적 데이터는 인종, 민족, 주요 언어, 메디칼 MCP 및 카운티별로 분류됩니다.

DHCS is grateful to the members of the Workgroup for their two-year commitment to evaluating and supporting implementation of the Medi-Cal doula benefit. The Workgroup consisted of 30 members who represented doulas, health care providers, consumer and community advocates, health plans, county representatives, and other stakeholders with a vested interest in the success of the doula benefit. DHCS will be evaluating the Workgroup’s recommendations in the Report to identify opportunities for further refinements and enhancements to the Medi-Cal doula benefit on a go-forward basis. Additionally, DHCS has committed to ongoing, ad hoc engagement with a small group of doula partners relative to this important work.
