행동 건강 서비스법(BHSA) 군 통합 계획은 지역 사회가 군 지역 사회 계획 과정에 참여하여 제공되는 행동 건강 서비스를 형성하는 기회를 제공합니다.  소비자, 가족 구성원, 옹호자 또는 서비스 제공자로서의 실제 경험은 지역 사회에서 가장 필요한 사람들에게 정신 건강 서비스를 제공하기 위해 필요한 관점을 제공할 수 있습니다.​​  

통합 계획이란 무엇인가요?​​ 

카운티 통합 계획은 행동 건강 서비스 법에서 요구하는 3년 계획으로, 카운티가 다양한 행동 건강 자금 출처(예: BHSA, 1991 및 2011 재조정, 연방 보조금 프로그램, Medi-Cal의 연방 재정 참여, 오피오이드 합의금, 지역 자금 및 기타 자금)를 활용하여 주 전체 및 지역 결과 측정을 충족하고 격차를 줄이며 행동 건강 관리 연속체에 따른 미충족 요구를 해결하는 방법을 설명하는 계획입니다. 계획은 투명한 커뮤니티 계획 프로세스를 통해 개발되어야 하며, 카운티 감독위원회의 승인을 받아야 하고, 복지 및 기관 코드 §5963.02에 따라 DHCS(Department of Health Care Services) 웹 기반 포털을 통해 제출해야 합니다.​​ 

통합 계획 제출 워크플로:​​ 

  • 관계자 참여 활동 수행​​ 
  • Submit Draft IP with County Administration Officer Approval, Including Exemption and Funding Transfer Requests​​ 
  • 행동 건강 위원회, 통합 계획 검토​​ 
  • County Board of Supervisors Approves Final Integrated Plan​​ 
  • Submit Final Integrated Plan to DHCS and Behavioral Health Oversight and Accountability Commission​​

통합 계획 제출 마감일​​ 

모든 시· 군·구는 3개년 통합 계획의 제출 마감일을 동일하게 준수해야 합니다. 이 기한은 보건의료 서비스 부서에서 정한 주 전체 적용 기한입니다.​​   

초안 및 최종 통합 계획 제출 요건​​ 

I. 마감일​​ 

  • 통합 계획 초안: 3월 31, 2026​​ 
  • 최종 통합 계획: 6월 30, 2026​​ 

II. 제출 전 필수 수행 사항​​ 

Draft Integrated Plan
Engage stakeholders through the local Community Planning Process
Final Integrated Plan
Circulate draft IP for 30-day comment period
Conduct a public hearing by the local Behavioral Health board on the Integrated Plan
Behavioral Health Board reviews Integrated Plan and/or makes recommendations for revisions
Revise draft Integrated Plan, if requested by the Department of Health Care Services, within timeframes set in Chapter 3, Sections E.3 and E.4 of the policy manual​​

Any Funding Exemption or Transfer requests
Certification from County Administrative Officer, Chief Executive Officer, or designee to certify compliance with fiscal accountability requirements and that all planned expenditures are consistent with state and federal law
Certification from county Behavioral Health Director to certify compliance with fiscal accountability requirements and that all planned expenditures are consistent with state and federal law
Final Integrated Plan
Responses to every required item in the Integrated Plan and the Budget Template
DHCS-approved Funding Exemption and Transfer requests
Certification from County Administrative Officer, Chief Executive Officer, or designee to certify compliance with fiscal accountability requirements and that all planned expenditures are consistent with state and federal law
Certification from the County Behavioral Health Director affirming compliance with all applicable laws, statues, and regulations
Approval and certification by the County Board of Supervisors, attesting that the county will meet its realignment obligations​​ 

IV. 제출 후 검토​​ 

  • 군에서 제출된 자료는 DHCS 모니터링 부서에서 추가 검토를 위해 표시될 수 있습니다. 이 과정은 처벌적 성격이 아닙니다. 이 과정은 DHCS가 기술적 지원을 제공하거나 정책 지침을 명확히 설명하거나, 제안된 활동이 주 정부 요구사항과 더 잘 일치하도록 계획 수정을 권고할 수 있는 기회를 제공합니다.​​
