캘리포니아 보건의료서비스부(DHCS) 산하 가족계획국(OFP)은 가족계획, 접근, 관리 및 치료(Family PACT) 프로그램을 운영하며, 이 프로그램은 등록된 의료기관 네트워크를 통해 자격 요건을 충족하는 저소득층 캘리포니아 주민들에게 포괄적인 가족계획 및 생식 건강 서비스를 무료로 제공합니다. OFP는 Family PACT 프로그램을 운영하는 것 외에도 더 광범위한 Medi-Cal 프로그램의 가족 계획 및 생식 건강 정책 개발 및 관리에 대한 주요 책임을 맡고 있습니다.​​ 

Operating since 1997, the Family PACT Program works to expand access to publicly-funded family planning services for eligible residents who have no other source of health care coverage for family planning services, increase the use of effective contraceptive methods, promote improved reproductive health, and reduce the rate, overall number, and cost of unintended pregnancies.​​
