To support real-time access to client consent preferences for protected information, DHCS is launching a Consent Management Portal (CMP). The CMP will be a secure, statewide tool for collecting, maintaining, and sharing Clients’ consent preferences captured through the ASCMI Form. It provides Care Partners with a single, trusted source to confirm whether a Client has agreed to share specified protected information, including substance use disorder information protected by 42 C.F.R. Part 2. The CMP is designed to reduce administrative burden on providers, reduce the need for Clients to complete duplicate consent forms for the same purpose, and streamline consent management processes to support real time data exchange, timely care coordination, and health care operations. The CMP will be available through two modalities: an Application Programming Interface (API) integrated with organizations’ existing electronic health record and other documentation systems, or access through the Web-Based Service.​​ ​

In July 2026, DHCS launched the CMP with an Early Adopter Cohort (EAC) that included Orange, Placer, Riverside, and Stanislaus counties and select partner Medi-Cal managed care plans. The goal of the EAC is to test the CMP to inform its statewide rollout. A date for statewide availability has not yet been set and DHCS will share updates on this page as they become available. Additional refinements to the ASCMI Form, addressing FERPA, consent laws for minors, and individuals under conservatorship are planned for release in 2027.​​ ​
