The Strengths Building Program and the BH Connect Activity Funds Initiative

The California Department of Social Services (CDSS) and California Department of Health Care Services (DHCS) are releasing this joint Request for Information (RFI) to solicit information and best practices from the vendor community of what may be needed to procure fiscal intermediary support for the DHCS Activity Funds Initiative and the CDSS Strengths Building Child and Family Determination Program.

CDSS and DHCS are committed to strengthening family-based services and support for children and youth involved in child welfare. As soon as July 1, 2025, DHCS will launch the Activity Funds Initiative, and separately, on July 1, 2027, CDSS will launch the Strengths Building Child and Family Determination Program. Both programs provide funds for children and youth in the child welfare system to participate in activities—e.g., music lessons, classes, sports programs—that encourage inclusion and overall health and well-being.

This RFI is issued for information and planning purposes only and does not constitute a solicitation. A response to this RFI is not an offer and cannot be accepted by the State to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. DHCS asks willing Respondents to share nonbinding budgetary pricing information for each identified solution where requested. Pricing is only for planning purposes. Any pricing provided in a response to this RFI will not be considered an offer on the part of a Respondent.

I​​MPORTANT:  This RFI has been officially released to the California State Contracts Register (CSCR) using the Cal eProcure/Fi$Cal website. Please use the instructions provided below to navigate to, and download, the RFI. All subsequent document releases for this RFI will also be made to the Cal eProcure/Fi$Cal website. As noted on the PCD home page, it is highly recommended that all vendors wishing to contract with the State of California complete registration for the Cal eProcure/Fi$Cal system as it is the official location for RFP/IFB releases. Registration will also allow vendors to receive automatic notifications when contracting opportunities are posted for business categories of their choosing. If selected as a contractor, this system will be used for payments covered by the contract.
