Request for Applications
The Behavioral Health Continuum Infrastructure Program (BHCIP) provides the Department of Health Care Services (DHCS) funding to award competitive grants to qualified entities to construct, acquire and rehabilitate real estate assets or to invest in mobile crisis infrastructure to expand the community continuum of behavioral health treatment resources. A portion of the funding is available for increased infrastructure targeted to children and youth 25 years of age and younger. This page lists all of the open and past BHCIP funding opportunities.

Behavioral Health Infrastructure Bond Act of 2024: Behavioral Health Continuum Infrastructure Program Round 1 (2024): Launch Ready
On July 17, 2024, DHCS released the Bond BHCIP Round 1: Launch Ready Request for Application (RFA). Eligible entities may apply and receive funding support to construct, acquire, and rehabilitate real estate assets in behavioral health settings that serve Medi-Cal members. DHCS will award up to $3.3 billion in grant funds to Bond BHCIP Round 1: Launch Ready projects that expand the community-based continuum of behavioral health treatment infrastructure by building facilities and expanding services.
Entities interested in applying can find instructions on the BHCIP website. The deadline to apply is December 13, 2024. This funding is a vital part of the larger Behavioral Health Transformation efforts, which aim to strengthen California’s approach to providing services for mental health and substance use disorders by focusing on community-based care and support.

Behavioral Health County and Tribal Planning Grants
The California Department of Health Care Services (DHCS) is pleased to announce the release of the Request for Applications (RFA) for its Behavioral Health Continuum Infrastructure Program (BHCIP) County and Tribal Planning Grant, which will help county agencies and tribal entities across California to initiate and support behavioral health facility planning efforts in their communities. Grants will be for up to $150,000. With the BHCIP goal to expand behavioral health infrastructure capacity statewide, this grant is the second in a series of six rounds of funding available to applicants.
BHCIP is a joint effort with the California Department of Social Services Community of Care Expansion (CCE) program, which will provide infrastructure funding for the acquisition, construction, and rehabilitation of adult and senior care facilities.
Whether you are a county agency, a tribal 638, or an urban clinic, these grant funds will allow you and your community partners to begin planning how best to address local behavioral health facility needs, along with developing strategies and action steps to meet these needs.
