PASRR
Is a federally mandated program, applicable to all Medicaid-certified nursing facility applicants. The program determines if individuals with a serious mental illness (SMI), intellectual disability /developmental disability or related conditions (ID/DD/RC) require nursing facility services, considering the least restrictive setting or any specialized services.

Hot Topic - File Exchange (Hospitals)
Prior to initiating the file exchange, the hospital must confirm the PASRR process is completed and print all PASRR documents for their medical records. Once the hospital sends the case to the SNF, they no longer have access to it. The file exchange must be initiated before the individual discharges to the SNF. Both Approvers and Users can initiate the file exchange.
- Log into PASRR.
- Select the “Admin” dropdown menu.
- Select “File Exchange List”.
- Search PASRR CID#.
- Select “Initiate File Exchange” button, under the action column.
- For “to Facility”, select the Medicaid-certified SNF the individual is discharging to.
- Select “Ok” button.
Hot Topic - File Exchange (SNFs)
In order to access the case and corresponding letters in the PASRR system, the SNF must accept the file exchange from the hospital. Only Approvers can accept the file exchange.
- Log into PASRR.
- Click “Ok” to remove the banner.
- Look in the lower left hand corner of the dashboard to view the file exchange window.
- To “Accept” the file exchange, click the check mark
- To “Reject” the file exchange, click the X.
- Once the file has been accepted, go to the Level I Case list to view the case and all letters.
If the SNF accepts the file exchange and the resident is not admitted, the SNF must return the case to the hospital by initiating the file exchange (see instructions under HOT TOPIC - FILE EXCHANGE (HOSPITALS). Once the hospital accepts the file exchange from the SNF, the hospital can send the case to the new admitting SNF.
The SNF must also use the file exchange feature for SNF to SNF Transfers. Once the SNF has confirmed a resident is transferring to another SNF, the SNF must initiate the file exchange to the new admitting SNF.
