Aged, Blind and Disabled Federal Poverty Level Expansion Program
Basic Information
Beginning December 1, 2020, a new law in California will increase the income limit for the Aged, Blind and Disabled Federal Poverty Level program, allowing a larger number of applicants to become eligible for no-cost Medi-Cal. All other Medi-Cal eligibility rules will still apply. This change will also allow qualified beneficiaries with a share of cost to qualify for no-cost Medi-Cal.
DHCS is working collaboratively with the County Welfare Directors Association of California (CWDA), county social services agencies, consumer advocates, and other interested parties to ensure a successful implementation.

Please note that the Federal Poverty Level limits for this program are updated annually on April 1.

A new deduction will be available for the ABD FPL program as of December 1, 2020 as a result of the passage of AB 1088 in July of 2019. This deduction will allow the cost of a beneficiary's Medicare Part B premium to be deducted from their income, regardless of how the premium is being paid. The result will be that no one who is eligible for the program will be disqualified based on the state's payment of their Medicare Part B premium.
