On October 27, 2026, the Department of Health Care Services (DHCS) will be holding a public hearing via webinar to discuss the regulatory provider bulletin titled, “Updated Medi-Cal Enrollment Requirements and Procedures for Doulas.”

Effective 30 days from the date of publication of the regulation provider bulletin titled, “Updated Medi-Cal Enrollment Requirements and Procedures for Doulas”, in applications for enrollment where a doula applies through the Experience Pathway and submits professional letters of recommendation from a doula or community-based organization (CBO), all such letters must be authored by enrolled Medi-Cal providers, as defined in California Code of Regulations (CCR), Title 22, Section 51000.7. Additionally, doulas must submit proof of adult and infant cardiopulmonary resuscitation (CPR) certification from the American Red Cross (ARC) or American Heart Association (AHA), and the documents must include the official ARC or AHA stamp.
