Medi-Cal Eligibility
DHCS partners with counties to enroll Californians in Medi-Cal. Counties are responsible for ensuring only eligible Californians receive Medi-Cal benefits by verifying income, identity, residency, and other requirements. DHCS monitors eligibility processes statewide to prevent errors and improper payments.
To keep eligibility rules consistent across California, DHCS issues official guidance to counties through two types of communication:
- All County Welfare Directors Letter (ACWDL): Formal letters that transmit new or updated Medi-Cal eligibility policies and procedures.
- Medi-Cal Eligibility Division Information Letter (MEDIL): Provides clarifications, technical updates, and best practices for day-to-day eligibility operations.
