Data Exchange and Sharing
The Department of Health Care Services (DHCS) is advancing health information exchange and data sharing to improve the care and outcomes for Medi-Cal Members as California continues its journey into data-driven, value-based health care. Data sharing is foundational to care coordination and is essential to supporting whole-person care programs such as Enhanced Care Management, Community Supports, Population Health management, and other Medi-Cal initiatives.
This page serves as a centralized repository of data exchange and data sharing guidance and requirements to provide clarity and technical assistance to stakeholders, including Managed Care Plans, County Health and Human Services Agencies, Community-Based Organizations, and Providers. DHCS initiatives require the exchange of administrative, clinical, social, and human services information in compliance with federal and state privacy and data sharing laws, regulations, and policies.

Important Updates
The CalAIM Data Sharing Authorization Guidance Version 2.1 (December 2025) updates the previous version that was published in October 2023.
The final CalAIM Data Sharing Authorization Guidance Medi-Cal Housing Support Services and Reentry Initiative Toolkits were published in April 2025, and the final ASCMI Form was published in July 2025. In June 2025, DHCS released the DSAG Medi-Cal Housing Support and DSAG Reentry Initiative Toolkits.
In April 2023, DHCS released and updated key documents focused on data sharing within the ECM & Community Supports program, including the Community Supports Member Information Sharing Guidance (new) and Member-Level Information-Sharing Between MCPs and ECM Providers (updated).

Authorization to Share Confidential Member Information (ASCMI)
The Authorization to Share Confidential Member Information (ASCMI) Initiative is a statewide effort to promote and standardize the exchange of Clients’ sensitive information, including certain physical health, behavioral health, and social services information (HSSI), among Care Partners such as providers, health plans, county agencies, and social services organizations.
