ملخص والغرض
The Substance Abuse and Mental Health Services Administration (SAMHSA) administers the Substance Use Prevention, Treatment, and Recovery Services Block Grant (SUBG). Funds are used to: (1) carry out the State Plan contained in the application; (2) evaluate programs and services; and, (3) conduct planning, implementation, and educational activities related to the provision of substance use services.
DHCS acts as a pass-through agency to provide SUBG funding to participating local county behavioral health plans (BHPs) to either provide substance use disorder (SUD) services directly or contract with local SUD providers. The BHPs and their contracted providers deliver a broad array of treatment and support services that include over 150 individual programs supported by the block grant.
The SUBG Program's objective is to help plan, implement, and evaluate activities that prevent and treat SUDs. Grantees use the SUBG program for prevention, treatment, recovery support, and other services to supplement Medicaid, Medicare, or private insurance. Counties are allowed full flexibility (within the limits of allowable activity requirements) to fund programs that provide maximum impact and positive outcomes to their residents.
The SUBG program prioritizes the following populations and service areas:
- Pregnant women and women with dependent children
- Injection drug users
- Tuberculosis services
- Early intervention services for HIV/AIDS
- Primary prevention services

Federal SUBG Applications and Reports
DHCS submits a biennial SUBG Application to SAMHSA outlining the State's plan to support and monitor grant funded SUD prevention and treatment programs throughout California.
DHCS submits the annual SUBG Report to SAMHSA to report progress on identified goals in the State Plan and report state agency expenditures projected in the biennial SUBG Application.

County SUBG Application
To receive the formula allocation, each county is required to submit a biennial application to DHCS that details their intended use of the funds. In addition, the county application must include a Federal Grant Detailed Provider Budget for each program and signed assurances accepting the block grant funds under the conditions established by governing federal and State laws, regulations, and guidelines, as well as specific conditions included in their county application.

DHCS submits the ASR to SAMHSA which describes California's efforts to enforce youth tobacco access laws and the State's future plans to reduce youth tobacco access rates, pursuant to 42 U.S.C. § 300x–26. States are required to effectuate laws prohibiting selling or distributing tobacco products to any individual under age 18 and compliance is enforced through random, unannounced inspections.

Block Grant legislation stipulates that as a condition of the funding agreement for the grant, States will provide opportunity for the public to comment on the State Plan. States will make the Plan public in such a manner to facilitate comment from any person (including Federal or other public agency) during the development of the Plan (including any revisions) and after the submission of the Plan to the Secretary of the Department of Health and Human Services.
A request of approval of a modification to the Plan may be made at any time during the year. Comments on the Plan may also be made at any time during the year. Comments will be considered in any modification or formulation of the Biennial Plan.
