The Children’s Health Insurance Program (CHIP) provides health coverage to eligible children, through both Medicaid Expansion and separate CHIP programs. CHIP is administered by states, according to federal requirements. The program is funded jointly by states and the federal government.​​  

The following attachments are amendments to the California CHIP State Plan that were approved by the Centers for Medicare and Medicaid Services (CMS). Stakeholders can update their copies by following the links and instructions attached to the documents.​​  

CHIP SPA aprobados 2025​​ 

• 25-0024 Demostrar el cumplimiento de CHIP y la alineación con Program Medicaid de Californiaen los requisitos federales exigidos en la Sección 5121 de la Ley de Asignaciones Consolidadas (CAA), 2023, para jóvenes encarcelados elegibles.​​ 

CHIP SPAs aprobados para 2024​​ 

• 24-0008 Demonstrate compliance with mandated statutory amendments made by Section 11405(b)(1) of the Inflation Reduction Act, which provides coverage of vaccines and administration without cost-sharing.​​   
• 24-0012 Implements a CHIP Health Services Initiative to improve the health of low-income children by increasing their access to needed vision screenings, vision services, and glasses through a targeted, school-based initiative.​​ 
• 24-0046 Provides 12 months of continuous eligibility coverage to individuals enrolled in California’s separate CHIP, pursuant to Section 5112 of the Consolidated Appropriations Act, 2023.​​ 

CHIP SPAs aprobados 2022​​ 

• 22-0031 Provides 12 months of continuous postpartum coverage to individuals enrolled in its separate CHIP, pursuant to section 9822 of the American Rescue Plan Act of 2021 (ARP).​​  
• 22-0033 Proporciona cobertura obligatoria para vacunas y tratamiento de COVID-19.​​  
• 22-0035 Incluir disposiciones que puedan implementarse durante futuros desastres declarados por el estado o el gobierno federal notificando a los CMS las fechas de vigencia de las disposiciones y las áreas afectadas por el desastre.​​ 
• 22-0041 Reduces premiums to zero dollars ($0) for its Separate CHIP programs including County Children’s Health Initiative Program (CCHIP), Medi-Cal Access Program (MCAP),
  and Medi-Cal Access Infant’s Program (MCAIP).​​ 
• 22-0068​​  Companion SPA to 22-0041, which reduces premiums to zero dollars ($0) for its Separate CHIP programs including CCHIP, MCAP, and MCAIP.​​ 

CHIP SPAs aprobados 2021​​ 

• 21-0032 Establishes a Health Services Initiative (HSI) to provide comprehensive coverage during the 12-month postpartum period for women whose newborns had been covered as targeted low-income children from conception to birth.​​

• 18-0028​​  Proposed to allow DHCS to add the MCAP population to the Medi-Cal Managed Care (MMC) delivery system.​​

• 17-0043 Aautoriza al DHCS a renunciar a las primas mensuales y otros costos compartidos, como copagos, e implementar ajustes temporales a las pólizas de inscripción, determinación de elegibilidad y/o redeterminación, para poblaciones especificadas durante los meses de octubre a diciembre de 2017, debido al desplazamiento y pérdida de propiedad durante la recuperación de los incendios forestales en California.​​ 
• 20 Transition of Healthy Families Program from CHIP into the Medicaid program and deletes outdated eligibility information and incorporates references to formerly approved Modified Adjusted Gross Income (MAGI) SPAs throughout the CHIP state plan template as appropriate.​​
