ABC Recovery Center’s residential treatment capacity will more than double​​ 

SACRAMENTO — On July 1, the Department of Health Care Services (DHCS) and ABC Recovery Center celebrated the groundbreaking of a facility expansion that will serve people who need mental health and substance use disorder (SUD) treatment. DHCS awarded ABC Recovery Center more than $27 million through the Behavioral Health Continuum Infrastructure Program (BHCIP) to build two adult SUD residential units, expanding residential treatment capacity by 120 total beds, in addition to an intensive outpatient treatment for SUD projected to serve 400 people annually.​​ 

With the recently approved Proposition 1 bonds, even more behavioral health treatment facilities will be funded and built in 2025 and 2026.​​

“This funding is a once-in-a-lifetime opportunity for facilities like ours that serve the lower socioeconomic population. This funding propels our mission into the future,” said Chris W. Yingling, Chief Executive Officer of ABC Recovery Center.​​  

BEHAVIORAL HEALTH EXPANSION PROJECT: The expansion will provide medication-assisted withdrawal management and intensive clinical services in a residential care setting and intensive outpatient services to treat many issues related to SUD. Currently, ABC Recovery Center offers a full continuum of services, including detoxification, primary residential treatment, perinatal residential treatment, individualized day treatment, intensive outpatient programs, and a sober living program.​​

ABOUT BHCIP ROUND 3 (LAUNCH READY): BHCIP Round 3 (Launch Ready) supported preparation activities to plan for the acquisition and expansion of behavioral health infrastructure throughout the state. The 45 facilities totaling $518.5 million allowed for new construction, acquisition, and rehabilitation of real estate assets to expand the behavioral health continuum of treatment and service resources. BHCIP applicants were required to demonstrate that their projects would expand behavioral health treatment and services in settings that serve Medi-Cal members and have a valid planning process to ensure projects are ready for implementation.​​
