Lanterman-Petris-Short (LPS) Txoj Cai Cov Ntaub Ntawv​​ 

Senate Bill (SB) 929 amended Welfare and Institutions (W&I) Code §5402 to require the Department of Health Care Services (DHCS) to collect and report expanded data related to involuntary behavioral health treatment. On a quarterly basis, DHCS must collect data from each county behavioral health director, designated and approved facilities, and other entities involved in implementing Section 5150. This includes the number of detentions, the number of temporary and permanent conservatorships established, and the number of individuals receiving outpatient services within a jail facility. The statute also mandates the collection, analysis, and publication of additional data elements, including demographic information, clinical outcomes, waiting periods, county-contracted bed counts, and the frequency of detentions across all detention types—72-hour evaluation and treatment, 14-day and 30-day intensive treatment, and 180-day postcertification treatment. Judicial Council data is also included. These data requirements help address existing gaps and inform the development of DHCS’s annual report, published by May 1 of each year, which provides transparency around the use of involuntary holds, evaluations, and treatment services statewide.​​
