Office of Family Planning

The California Department of Health Care Services (DHCS), Office of Family Planning (OFP), administers the Family Planning, Access, Care, and Treatment (Family PACT) Program, which provides comprehensive family planning and reproductive health services at no cost to eligible low-income Californians through a network of enrolled providers. In addition to administering the Family PACT Program, OFP has lead responsibility for the development and administration of family planning and reproductive health policy for the broader Medi-Cal Program.

Operating since 1997, the Family PACT Program works to expand access to publicly-funded family planning services for eligible residents who have no other source of health care coverage for family planning services, increase the use of effective contraceptive methods, promote improved reproductive health, and reduce the rate, overall number, and cost of unintended pregnancies.
