전인 케어(WPC) 파일럿의 가장 중요한 목표는 보다 효율적이고 효과적인 자원 사용을 통해 수혜자의 건강과 웰빙을 개선하는 것을 목표로 환자 중심의 방식으로 건강, 행동 건강 및 사회 서비스를 조정하는 것입니다. WPC 파일럿은 카운티, 시 및 카운티, 보건 또는 병원 당국 또는 한 개 이상의 카운티 또는 보건 당국으로 구성된 위 기관의 컨소시엄이 카운티 또는 지역에 서비스를 제공하는 경우 여러 시스템을 많이 이용하고 건강 결과가 계속 좋지 않은 것으로 확인된 특히 취약한 Medi-Cal 수혜자 그룹에 대한 통합 치료를 지원받을 수 있는 옵션을 제공할 것입니다. 공공 및 민간 기관 간의 협력적 리더십과 체계적인 조정을 통해 WPC 시범 기관은 대상 인구를 파악하고, 시스템 간 데이터를 공유하고, 실시간으로 치료를 조정하고, 개인 및 인구 진행 상황을 평가하여 수혜자에게 포괄적인 조정 치료를 제공하여 더 나은 건강 결과를 제공한다는 목표를 달성할 것입니다.

California has successfully worked with twenty-five (25) Whole Person Care Pilot programs to provide target populations with a range of comprehensive services and supports to address unmet needs and improve the quality and outcomes of high-risk populations. The Department of Health Care Services (DHCS) is releasing guidance related to the 2019-20 Governor’s Budget investment of $20 million from the Mental Health Services Fund to encourage additional counties to initiate Whole Person Care-like pilot capacity with this one-time funding allocation. WPC 시티 개정안 및 2차 시범 적용에 대한 CMS 승인
On June 1, 2017, the Centers for Medicare and Medicaid Services (CMS) approved an amendment to the Special Terms and Conditions of California’s Medi-Cal 2020 Demonstration for the WPC pilots program. The technical amendment enables the State to accept applications from and designate a city to be a lead entity for the WPC Pilot Program.
On June 8, 2017, CMS also approved the second round of WPC pilot applications. CMS find the applications from the specific counties and city to be in accordance with the Medi-Cal 2020 Demonstration Special Terms and Conditions (STCs) and approval protocols for the WPC program. The approved pilots are listed in CMS’ approval letter below.

In 2016, DHCS completed a first round WPC application process and approved 18 lead entities to operate WPC pilots. In early 2017, DHCS conducted a second application process to expand current pilots and/or approve additional entities to operate WPC pilots.
