Comprehensive Perinatal Services Program (CPSP)

Medi-Cal members can receive maternal health care services, including some enhanced services and supports, through CPSP. CPSP services are available from conception up to 60 days after delivery.

CPSP is jointly managed between the California Department of Health Care Services (DHCS) and the California Department of Public Health (CDPH), with the following roles and responsibilities:

  • ​Medi-Cal Fee-for-Service (FFS) enrollment of providers to allow for reimbursement of CPSP services.
  • Coverage policy in both Medi-Cal FFS and managed care delivery systems as well as FFS reimbursement policy.
  • Oversight of Medi-Cal Managed Care Plan (MCP) delivery of perinatal services, including CPSP-like services, which are comparable in nature and scope to those provided in Medi-Cal FFS.
  • ​Oversight of Medi-Cal MCP quality assurance activities, including CPSP.
  • ​​CPSP Fee-for-Service (FFS) provider enrollment.
  • ​CPSP FFS provider monitoring and oversight (e.g., annual survey, protocol review, etc.).
  • CPSP FFS provider training, including documents and modules available on CDPH's website.
  • ​CPSP FFS technical assistance.

 

CPSP Services Available

In addition to other Medi-Cal maternal health care services and supports, Medi-Cal members can receive the following CPSP services:

  • An initial orientation to identify individual needs;
  • Nutrition and mental health assessments, and, if needed, referrals to counseling, food supplement programs, prenatal vitamins, and breastfeeding education;
  • Health, childbirth, and parenting education; and
  • Case coordination to develop a health care plan during pregnancy and after delivery, which helps ensure Medi-Cal members are getting medically necessary services and referrals.

How to Receive CPSP Services    

Medi-Cal members interested in receiving CPSP services should do the following:

  • For Medi-Cal FFS members: Medi-Cal FFS members should speak to their health care provider to learn more about CPSP and request assistance with accessing and/or being connected to CPSP services.
  • For Medi-Cal managed care members: Medi-Cal managed care members who receive health care services through their assigned Medi-Cal MCP should speak to their health care provider or contact their Medi-Cal MCP's member services office directly. Medi-Cal managed care members can find the phone number for their Medi-Cal MCP's member services on their ID card and online on the MCP's website. Medi-Cal managed care members can also find the contact information for their assigned Medi-Cal MCP on the Medi-Cal Managed Care Health Plan Directory. Please note that Medi-Cal MCPs are listed by California county.

Additionally, both Medi-Cal FFS and managed care members can contact their local CPSP Prenatal Program. The list of available CPSP Prenatal Programs by County is available online.
