Housing and Homelessness Committee
The purpose of the Housing and Homelessness Committee (HHC) is to engage with stakeholder organizations to influence policy and ensure access to programs and services for individuals who are experiencing or are at-risk of homelessness.
The HHC monitors, reviews, evaluates, and recommends improvements in the delivery of housing services and the state’s efforts to address homelessness.

Committee Activities
Housing First and Recovery Housing are the foundation of California’s homelessness response, supported under the Behavioral Health Services Act (BHSA). The Housing and Homelessness Committee continues to explore and spotlight housing programs that promote long-term recovery and stability.
On January 22, 2026, committee members visited TURN to Recovery, an outpatient program operated by TURN Behavioral Health Services. This program combines intensive case management, treatment, and recovery services with housing support and recovery residences for individuals with alcohol use disorders. These services create a vital bridge between treatment and permanent housing, helping individuals rebuild their lives.
