ร่างพระราชบัญญัติ (AB) 97 (บทที่ 3 กฎหมาย พ.ศ. 2554) กำหนดให้กระทรวงบริการด้านการดูแลสุขภาพ (DHCS) ดำเนินการลดหย่อนการชำระเงินสูงสุดถึงร้อยละ 10 ให้กับหมวดหมู่บริการส่วนใหญ่ในโครงการ Medi-Cal รวมทั้งร้านขายยาด้วย DHCS ได้รับการอนุมัติจากรัฐบาลกลางสำหรับการลดหย่อนการชำระเงินค่าเภสัชร้อยละ 10 โดยจะมีผลใช้บังคับตั้งแต่ 1 มิถุนายน 2011​​ 

On January 30, 2014, DHCS received notification that the Centers for Medicare and Medicaid Services (CMS) approved State Plan Amendment(SPA) 12-014.  This SPA approves DHCS’ criteria and requirements for exempting specific drug products and/or categories of drugs, or specific pharmacy providers from the AB 97 related ten percent payment reductions and provides authority to implement the exemptions accordingly.  The CMS approval letter for this SPA as well as information on all other DHCS SPAs is posted on the website.​​
