Governor's Budget Proposal 2026-27

The Governor’s proposed 2026–27 budget for the Department of Health Care Services totals $229.1 billion ($49.5 billion General Fund) and 4,745.5 positions. The budget builds on the Administration’s commitment to maintain access to care while implementing federally required changes and continuing investments to transform Medi-Cal, and to improve the behavioral health delivery system. These proposals support a person-centered health care system for more than 14 million Californians.


New Data on Enhanced Care Management and Community Supports

DHCS published the latest quarterly report showing strong growth in Enhanced Care Management (ECM) and Community Supports, highlighting continued growth and impact across California. In the first quarter of 2025 alone, ECM enrollment increased 61 percent compared to the same period last year, with a 120 percent increase among children and youth. Community Supports have now reached more than 429,000 members, delivering more than 1.1 million services, including housing navigation and medically tailored meals. These services help Medi-Cal members stay healthier and avoid other, costlier health care services, such as emergency department visits and hospital stays.
