Targeted Case Management (TCM)
The TCM program reimburses participating counties for the federal share of costs (typically 50%) for case management services provided to Medi-Cal beneficiaries in specific target populations. Participating Local Governmental Agencies (LGAs) use their certified public expenditures (CPEs) to draw down federal funds.

To provide oversight, support, and reimbursement to participating LGAs in California that assist targeted populations in need of medical, social, educational, and other services through case management.
