Behavioral Health County Support and Operations Branch
The Behavioral Health County Support and Operations Branch (BHCSOB) within the Behavioral Health Oversight and Monitoring Division (BHOMD) provides technical assistance and quality assurance support to the comprised of the following three delivery systems:
- Specialty Mental Health Services (SMHS)
- Drug Medi-Cal Organized Delivery System (DMC-ODS)
- Drug Medi-Cal (DMC)
BHCSOB's general activities include analyzing new program policies and requirements for implementation related to counties' operations, quality assurance, monitoring, and compliance. BHCSOB provides technical assistance and implements performance improvement activities. BHCSOB consists of three sections:
- County Operations and Implementation Section
- County Liaison and Operations Support Section
- Quality Assurance and Performance Improvement Section
County Operations and Implementation Section
The County Operations and Implementation Section (COIS) is responsible for analyzing, developing, and implementing the California Advancing and Innovating Medi-Cal (CalAIM) initiatives and behavioral health policies for county behavioral health programs to ensure compliance. COIS also oversees and monitors the Implementation Plan and Readiness Reviews for DMC-ODS and the Interoperability Application Programming Interface (API) for Patient Access and Provider Directory.
County Liaison and Operations Support Section
The County Liaison and Operations Support Section (CLOSS) is tasked with offering technical assistance and guidance on questions concerning behavioral health services to county behavioral health programs. This support helps to ensure compliance with state and federal laws and regulations, and the terms of contracts with the Department of Health Care Services. Additionally, CLOSS is responsible for collectingvalidating the reporting requirements including appeals and grievances submitted by these county behavioral health programs.
Quality Assurance and Performance Improvement Section
The Quality Assurance and Performance Improvement Section (QAPIS) is responsible for conducting quality assurance reviews of county behavioral health plan program reports to ensure compliance with state, federal, and contractual obligations. QAPIS collects and reviews county behavioral health equity reports, which include Quality Improvement Plans, Cultural Competency Plans, and External Quality Review Organization reports. Additionally, QAPIS prepares reports on federal waiver requirements and performs data analysis of available behavioral health data to support the monitoring and oversight of county behavioral health programs.
