The California Behavioral Health Planning Council meets quarterly to review and evaluate the effectiveness of the California public behavioral health system and advocates for persons with lived experience of Serious Mental Illness (SMI).

The Council is organized around six priority areas: Performance Outcomes, Patients’ Rights, Workforce and Employment, Legislation and Public Policy, Housing and Homelessness, and Systems and Medicaid. Committees were established to focus on each area and the work of each committee aligns with the mandates outlines in Public Law 102-321 and state statute.

In order to keep all members informed of the work of the Council, committees report out during General Session and the Executive Officer shares written committee highlights before the next meeting.

Below are the Committee Highlights for 2026.
