One of the four branches within the Department of Health Care Services (DHCS), Benefits Division (BD) is the Clinic Policy & Special Programs Branch, which oversees Federally Qualified Health Center (FQHC) and Rural Health Clinic (RHC) policy as well as specialty initiatives, including telehealth policy, Early and Periodic Screening, Diagnostic, and Treatment (EPSDT, aka Medi-Cal for Kids and Teen (MCKT)), and the Hearing Aid Coverage for Children Program (HACCP).​​  

FQHC y RHC​​ 

FQHCs and RHCs are safety-net providers that deliver prevention and primary service in an outpatient clinic setting. The California Department of Public Health (CDPH) Licensing & Certification (L&C) Program is responsible for licensing primary care clinics, including FQHCs and RHCs, in accordance with applicable state and federal statutes and regulations.​​

APPCC​​ 

The HACCP was initially authorized by the Budget Act of 2020 (Assembly Bill 89, Chapter 7, Statutes of 2020), and then expanded through the Budget Act of 2022 (Assembly Bill 179, Chapter 249, Statutes of 2022). HACCP offers services including hearing screening, hearing aid device fitting, and hearing aids eligible children and youth, ages 0-20, including supplemental coverage for applicants whose other health coverage has a coverage limit of $1,500 or less for hearing aids.​​

MIPP​​ 

De conformidad con el Proyecto de Ley del Senado (SB) 165 (Atkins, Capítulo 365, Estatutos de 2019), el Proyecto Piloto de Intérpretes Médicos (MIPP) es administrado y supervisado por la División de Beneficios para evaluar si la prestación de servicios de interpretación médica profesional resulta en una reducción de las disparidades de salud y una mejor calidad de atención para los miembros de Medi-Cal que tienen un dominio limitado del inglés (LEP).​​ 

De acuerdo con la SB 165, el DHCS estableció tres condados piloto: Contra Costa, Los Ángeles y San Diego. El informe de evaluación final del MIPP debe presentarse antes de la expiración de la SB 165 el 1de julio de 2025.​​ 

Medi-Cal para niños y adolescentes​​ 

BD supervisa la política para el requisito federal de Detección, Diagnóstico y Tratamiento Tempranos y Periódicos (EPSDT). En California, EPSDT se llama Medi-Cal para Niños y Adolescentes. Según las leyes federales y de California, todos los niños y jóvenes hasta los 21 años inscritos en Medi-Cal tienen derecho a chequeos regulares y otros servicios preventivos y de tratamiento. Medi-Cal para Niños y Adolescentes ofrece a los niños y jóvenes elegibles, desde el nacimiento hasta los 21 años, los servicios preventivos y de tratamiento necesarios para mantenerse o recuperarse. Estos servicios incluyen chequeos, vacunas y exámenes de salud. También se incluyen tratamientos para problemas de salud física, mental y dental.  Los servicios son gratuitos a menos que se determine que el niño o joven tiene un costo compartido cuando calificó para Medi-Cal.​​
